Go to one of the sites below for tutorials... Easy way to add a border is to double click on the top layer, and add a stroke. Usually I do black with a 1 pixel size and inside position. As far as the sig you made that is very good for a first sig with PS. Try some of the tuts in the links I sent and keep learning you will be very good very quick!
