Player de-activation?
Can someone tell me how this works? Is the road team only allowed to activate so many players for a game? If so, when is the team's roster available to the public or other team?

According to current rules, NFL teams carry 53 players on the active roster, then must place eight players on an inactive list prior to each week’s game.

53 on the roster, of whom 45 are active for a game, plus a third QB who can only play if the other two are out, and do not return.
So the Raiders have 53 guys on the team who are not on reserve lists (i.e. IR).
They have been deactivating WRs Morant and Francis, the injured WR (Gabriel, then Curry), CB Denard Walker, DL Terdell Sands, an OL (either Hulsey or Slaughter), any other injured players (i.e. Fargas, then Foschi) and then designating QB Andrew Walter as the #3 QB.
If Walter comes in, Collins and Tui can no longer play in the game.
