If I were the coaching staff, I would work with him on gaining lower body mass.

Considering that the spots which get the worst injuries (knee ligaments) can't be toughened up by gaining bulk (there's no muscle around it, if anything, more bulk puts more strain on the knees) there's not really a good reason to want him to bulk up his legs for injury protection.

So just because you have bigger legs makes them stronger? Michael bush's legs are huge and we all know what happen to him. McFadden is a unique player he Runs a sub-4.3 and is strong as a ox. You don't mess with that.
Just because you are bigger don't make you stronger. Go to your local Gym, there is a Difference Between Body Building and Strength Training.
Remember how jordan had skinny legs or how Ali was skinnier than all the other fighters? Marcus Allen, Walter Payton, O.J Simpson, and Gayle sayers all had the same Skinny leg problems.

Agreed. Having bigger, muscular legs won't prevent knee injuries or fractures. If anything, increased muscle mass and improved lower strength will help him break tackles - that's about it.

It's been WELL DOCUMENTED as to why his college coaches haven't worked on his lower body.
Now he has access to the bet trainers in the world and has already started working on that aspect of his game through squats, presses etc.

You can never predict injuries. And 'thin' legs dont automatically lead to injuries or not being an effective player at the pro level. But the one thing many experts did say about him is how he went down easy in and around the LOS when would be tacklers went low. How he did churn out of arm tackles below the waist and so forth.
Now, that doesnt he wont be taught to grind it out, to keep his feet moving and he'll never be productive against that...
And it doesnt mean that bulking up is the end all be all.
