Discuss your ideas for rule changes...
Fumbles
--Add that any ball snapped by the offense that touches the ground behind the LOS is a fumble.
Examples:
* A forward pass, like a swing pass or a shovel pass, that is dropped by the reciever behind the LOS.
* A lateral, as per present rule, that is dropped behind the LOS.
* Any attempt to tuck, that results in a dropped ball behind the LOS.
* Any pass attempt made that is batted down by the defense or slips out of the QB's hand as long as it touches the ground behind the LOS.
* A fumbled snapped or hand-off, as per present rule.
* A fumbled Kick or Punt, as per present rule.
* QB throwing away the ball that drops to the ground behind the LOS is a fumble.
The only exception is that when a QB wants to spike the ball to stop the clock, the QB must signal to the Umpire with both forearms raised in an X shape (meaning he wants to spike the ball) awaits the Umpire the return the signal, thus allowing the QB to just spike the ball as per normal. This can be done as the QB is racing to the LOS, to save time. Note: that a fake spike can still be performed after such signals have been done.

QB Kneel
--The QB Kneel is to be outlawed. A legitimate play must be run to allow every game a fair finish. This rule only comes into effect after the 2 minute warning AND when the losing team has run out of TimeOuts. Similar to the cross-court rule, a running back cannot retreat 5 yards beyond where he takes his stance. While a QB cannot retreat further than 10 yards from where he takes his stance (under center or shotgun).
Example:
* If a team runs the ball where the RB starts running backwards deliberately, then the play clock is stopped, a 15 yard penalty and loss of down is enforced from the LOS.
* If a team runs a pass play where the QB drops back and continues to run backwards, the play clock is stopped, a 15 yard penalty and loss of down is enforced from the LOS.

I like your rules !
.... EXCEPT for the Spike exception...
NO SPIKE ..that too would be a fumble. The arm crossing crap would burn time off the clock.
To Stop the Clock the Ball Should HAVE to be Thrown OUT OF BOUNDS.
THAT would add to rules continueity.
SO the rule could be simplified with ANY ball on the ground behind the LOS is LIVE.
THAT would keep the OLs from getting lazy !!!!
Also I'd like to add that EVERY team should be required to have cheerleaders...
I would allow "honored local highschool or college" squads.
DAMM I love Drum Line Music !!!!

Well, you make a good point. Spiking the ball therefore should have to be thrown out of bounds to keep continuity. The only flaw possibly is that normally, a QB can only throw the ball away outside the Tackle box. So, what do we do there? Do we revise this to allow QBs to throw the ball away but they don't have to be outside Tackle? If we're gonna penalize their batted balls as being live fumbles, then the least we can do is square up by allowing them to throw the ball away at any time. Why the hell not? It's their loss of down.
Cheerleaders...if it was all up to me I'd ensure the fine line between decency and smuttier outfits was completely obliterated.

As for the cheerleader outfits... I'd be in favor of them going one of two directions
1) The way of the Ice Figure Skaters... that'd be hot.
2) Back to the CLASSIC Pleated Skirt and Sweater/Vest .... THAT would be the ultimate!

If your wearing a black uniform, with a silver helmet with a pirate logo, you should be able to hit the QB before and after the play regardless of situation...
You are allowed to hit guys even after they go out of bounds, and the opponents face mask is part of the uniform and thus culd be used to bring down a player during a tackle.

What is so SAFE about sacking a QB Back In his own Endzone ?
Does that sound like a "safety" or a touch back ?
... and a Kick returner who takes a knee cuz he's scared to run it out of the endzone?
sounds to me like he is looking for a SAFEplace ....
So WHY did they name these the way they did ?
I think one guy screwed it up 100 years ago and it stuck that way cuz that was the way its always been....
