In Tampa bay Sapp played the "under tackle" which lines up between the guard and tackle to the TE side. The other Tackle is shaded on the center (almost a noseguard) away from the TE.
Sapp's job in Tampa's D was NOT to occupy blockers but to split the guard / tackle gap and create havoc in the backfield. He had one gap responsibility.
That is why he was such a force for so many years. He was constantly in the backfield.
If Tampa ran the classic 4-3 like you say, Sapp would have fit our 3-4 just fine. The fact is Sapp is used to avoiding blockers not taking them on.
In lots of cases teams run the 4-3 as you indicated but not Tampa Bay.
I know because I ran this defence for 8 years at highschool.
In the Raiders 3-4 last year he was head up the Offensive tackle and asked to control the tackle and had two gap responsibility. (left and right of the tackle)So he can't penetrate because he has to be able to get to either gap.
In the 3-4 It is usually the linebackers that are asked to apply ouside pressure.

i've always thought sapp was an under tackle - booger mcfarland was the nose in tampa. sapp lined up as a 3 (under) and basically just tried to penetrate - much like antajj hawthorne (however you spell his first name

not all 4-3 defenses are like that, or 3-4, for that matter, it all depends on the team and the scheme - just the front they line up in doesn't matter so much as the actual defense they run.
anyway i didn get a chance to watch the raiders as much as i would have liked last year but from what i saw sapp was just swallowed up by the bigger offensive tackles outside. and our linebackers weren't that great so the defensive line was responsible for more last year - our linebackers didn't look like they had any responsibility backside on plays away (or they didnt play like it) so that must have meant that the d-line had to sit at home. which pissed off sapp, because he's used to just shooting the gap and going after the ball, as said above.
now, sapp would make an ok 3-4 end on some teams, but just not the 2004 raiders given their scheme and the talent on the roster.
he could play nose tackle in a 3-4 if oakland had a great pair of linebackers - that way he could just read the play and slide off to a side and just go after the ball and the the LBs would pick up the other gap (the LBs would be responsible for 2 gaps instead of one).
it's not just where they line up but it's his job too.
