When you say banner, do you mean a sig? You need to have at least one of the following things:
1. Have 250 posts.....so as of this typing, you've got 245 to go.
B. Be a Premium Member (well worth the money).
I'm pretty sure that those are the rules for REQUESTING a sig. If you can make them yourself, then they've got to be pictures that you yourself took, or property of RF.Net. You can find the sig rules here in the GFX section.
