Straight from the NFL rule book!

FORWARD PASS
1. A forward pass may be touched or caught by any eligible
receiver. All members of the defensive team are eligible.
Eligible receivers on the offensive team are players on either
end of line (other than center, guard, or tackle) or players at
least one yard behind the line at the snap. A T-formation
quarterback is not eligible to receive a forward pass during a
play from scrimmage.
Exception: T-formation quarterback becomes eligible if pass
is previously touched by an eligible receiver.
2. An offensive team may make only one forward pass during
each play from scrimmage (Loss of 5 yards).
3. The passer must be behind his line of scrimmage (Loss of
down and five yards, enforced from the spot of pass).

4. Any eligible offensive player may catch a forward pass. If a
pass is touched by one eligible offensive player and touched
or caught by a second offensive player, pass completion is
legal. Further, all offensive players become eligible once a
pass is touched by an eligible receiver or any defensive
player.
5. The rules concerning a forward pass and ineligible receivers:
(a) If ball is touched accidentally by an ineligible receiver on
or behind his line: loss of five yards.
(b) If ineligible receiver is illegally downfield: loss of five
yards.
(c) If touched or caught (intentionally or accidentally) by
ineligible receiver beyond the line: loss of 5 yards.
6. The player who first controls and continues to maintain
control of a pass will be awarded the ball even though his
opponent later establishes joint control of the ball.
7. Any forward pass becomes incomplete and ball is dead if:
(a) Pass hits the ground or goes out of bounds.
(b) Pass hits the goal post or the crossbar of either team.
8. A forward pass is complete when a receiver clearly
possesses the pass and touches the ground with both feet
inbounds while in possession of the ball. If a receiver would
have landed inbounds with both feet but is carried or pushed
out of bounds while maintaining possession of the ball, pass
is complete at the out-of-bounds spot.
9. If a personal foul is committed by the defense prior to the
completion of a pass, the penalty is 15 yards from the spot
where ball becomes dead.
10. If a personal foul is committed by the offense prior to the
completion of a pass, the penalty is 15 yards from the
previous line of scrimmage.

Basically I was saying that this was just another case of the refs running roughshot through the rule book to suit their needs. Seriously how can a WR that was obviously not throwing the ball to anything except the ground which could probably be considered taunting be conceived to be throwing a forward pass? The WR caught the ball he was not touched and put the ball in play live which is a fumble. Basically this is a case of them not taking account of his intent but finding a way to once again screw us. I am so sick of the NFL Refs pulling BS like this.

The red suggests that it would be 4th & 7 as this was the 2nd "forward pass" and would be 5 yard penalty from the orginal line of scrimmage and repeat the down.

I just wanted to post the rules about a forward pass... There is no way that was a foward pass. Even if it was, read the rules. Where was the loss of downs???

thats what i thought.. I re-read them like 5 times.. and still never saw anything in regaurds to them getting the ball back. we should had got the fumble, or it should had been a 4th down.

I am sick of the "we apologize" frickon letters. When does it stop??? Everyone saw what it was!!! I'm not pissed at my Raiders one bit!! We showed alot of heart and held our own. It always happens though...we get a messed up call and our game goes down the frickon drain!!! We dominated most of that game!!!

the boys showed a lot of heart, and that im proud of .. should of heard Tom Flores and Greg Papa complaining .. oh man .. seriously .. when i heard the "forward pass" ... i was like .. there needed to be an eligible receiver downfield to consider it a forward pass, and if it was a forward pass .. it would repeat 4th down with a 5 yard penalty .. which didnt occur ... *sigh*

Think about it. . .

The NFL rulebook states that a team can make only one forward pass each play (5 yard penalty). It also states that if a team makes a pass beyond the line of scrimmage that it is a loss of five yards from the point of the foul and a loss of downs.

The first rule is intended to prevent players from simply passing the ball down the field. The intent of the second rule is to ensure that players aren't able to sneak pass the line of scrimmage, allowing defenders to ignore a pass only to have a pass go over their heads.

According to the NFL's own rules, if this was ruled a forward pass, the Chargers should have been assessed a 5 yard penalty from the original line of scrimmage for making a second forward pass, making it fourth and 7. This is the worst possible scenario, under NFL rules, as I see it, if indeed it was a forward pass, which we all know it wasn;t.
