I think it comes down to two factors:

- How much is that position used?
- How many players are available at that position?

For example, in today's NFL, the fullback is mostly a blocking back. Back in the day, FB Mark van Eeghen shared the rushing load with Clarence Davis.

As for the TE, some teams use this position as a blocker first and foremost, while others use this position to spread the field vertically. Unfortunately, there are very few players who can do this in college, and even fewer who can do this in the NFL.
