I think that is the part that is harmful... Some African-Americans will get interviews for just to satisfy the rule when they were never considered an option. I would hate to go to an interview wondering if I am just a "token" interview or if I have a reall shot at the job. It is unrealistic to think that laws will change someone's heart. If someone did have a racist agenda these laws don't change what they think it just makes them hide it better.
